Mission
Adaptive Capacity In Action
To build the adaptive capacity of communities, governments, and systems to withstand, respond to, and recover from natural disasters, climate shocks, and infrastructure failures โ reducing vulnerability and accelerating resilient recovery.
The Disaster, Climate & Infrastructure Resilience Directorate addresses the full lifecycle of catastrophic events โ from pre-disaster preparedness and early warning to emergency response, recovery, and the long-term infrastructure investments that reduce future vulnerability. It operates at the intersection of climate science, engineering, emergency management, and community resilience.
What We Do
Five Operational Divisions
Incident Command
Immediate command, control, and execution of complex disaster response operations aligned with FEMA and Ready.gov doctrine.
Hazard Response
Specialized strike teams for earthquakes, floods, hurricanes, wildfire events, CBRN incidents, and radiological emergencies.
Earth Systems Intelligence
Hard-science prediction, tracking, and physical modeling of geological, meteorological, and climate systems.
Infrastructure Engineering
Defense, engineering, and rapid restoration of supply chains, utilities, structural systems, and cyber-physical assets.
Climate Remediation
Environmental justice, pollution mitigation, coastal resilience, and long-term ecological survival planning.
Research & Doctrine
Field-informed resilience frameworks, predictive modeling, and operational doctrine that strengthen future preparedness.
Key Functions
Field To Recovery
Directorate VII’s operational capabilities span immediate response, infrastructure stabilization, and long-range climate resilience.
Incident Command & Field Response
Incident management, unified command systems, urban search and rescue with robotics, mass care logistics, evacuation support, and disaster mortuary coordination.
Earth Systems & Engineering
Seismology, extreme weather modeling, critical infrastructure perimeter defense, seismic resilience engineering, and cyber-physical systems security.
Climate & Environmental Remediation
Coastal resilience, hazardous waste remediation, pollution burden analytics, oil spill countermeasures, and drinking water and aquifer security.
